The Full Story
Elizabeth is the daughter of Kathy Bolling and Wayne Phillips of Ketchikan. Her grandparents were Walter and Cecilia Bolling of Ketchikan. She was raised in Nome (SitÅ‹asuaq), Ketchikan (Kichx̱áan), and Craig (Sháan Séet).

Education
Elizabeth is a proud UA alumnus and earned her Bachelor of Political Science and Master of Public Administration with a concentration in Natural Resource Policy from the University of Alaska Southeast. She worked as a researcher at UAS during her undergrad and graduate studies, assisting with game theory experiments, natural resource management, and climate change research in Southeast Alaska. She began her political career as a UAS Legislative Intern and now is a regular guest lecturer at UA campuses in political science, economics, and graduate courses 0n topics concerning government and policy.

Non-Profit Work
Elizabeth and her colleagues in Europe founded the non-profit Street Kid to School Kid in 2011, now renamed the Agia Sofia Roma Community. The sessions provided to Roma girls through this program teaches them to read and write and increases their vocabulary as they are not permitted to attend school. The manager of the program says: "It has not been an easy project but it has been one of successes and rewarding experiences. Most of the girls had never held a pencil before these classes. Now they are learning to read and write, to express their thoughts and opinions openly, to discuss and explore life’s struggles and discover the breadth of human virtues."

Elizabeth was a research contributor to the Kitty and Michael Dukakis Center for Urban and Regional Policy and wrote for Greek magazine Politis regarding the Greek diaspora experience and social impacts of the Eurozone crisis in 2011 and 2013.

Political History
Elizabeth worked in the Alaska Capitol Building for Republicans, Democrats, and Independents from both rural and urban Alaska for seven years before launching her consulting business. While working with Alaska's top politicians, she managed 11 campaigns and consulted for dozens more across the municipal, state, and federal levels. She designed and managed the first successful non-partisan campaign for state office in Alaska (Ortiz for AK House 2014). After six legislative sessions in the State House, Elizabeth became the Assistant Legislative Director for the Office of the Governor under Former Governor Bill Walker. After the conclusion of that administration, she returned to the legislature as the Senior Policy Advisor for Representative Louise Stutes. She left the legislature and started Bolling Consulting in July 2019 in response to the demand for her political services, which had quickly grown beyond the scope of part time work. Elizabeth is a trusted source of advice for politicians and staff on policy, public finance, communications and campaigning.

Public Service
Elizabeth is a maritime transportation policy expert and held an appointed seat on the Alaska Marine Highway System Work Group before resigning to accept a position in 2017 in the Office of the Governor.
